Is there a power-on surge or power sequencing requirement for Spartan-3/-3E?

There are currently no known power sequencing requirements for Spartan-3E. Characterization is still being performed.
There is no power-on surge current requirement. The Spartan-3/-3E FPGAs take advantage of the latest design techniques to minimize power-on current. According to the Spartan-3/-3E Data Sheet, the maximum quiescent numbers indicate the minimum current each power rail requires for the FPGA to power-on successfully.
The Spartan-3 and Spartan-3E are still being fully characterized. Updated information is reflected in the DC and Switching Characteristics Data Sheet.
