This is a known isssue that has been fixed in the Video Scaler v8.1 (Rev. 3) C-Model and the scaler v5.00.a or v6.0 software driver in the 2014.1 release of Vivado Design Suite.
For versions prior to 2014.1, the issue can work around this issue by downloading the Video Scaler software driver v5.00.a from the ar58870_video_scaler_sw_v5_00_a_preliminary_patchrev1.zip link below, along with the updated C-Model.
The main feature of the Video Scaler software driver v5.00.a is that it reduces the size of the coefficient files, by providing dynamic coefficient generation.
