Problem Description: Targeting a Virtex device, when a RAM32x1s is initialized with an INIT attribute, and its WCLK, D, and WE pins are tied to ground (essentially turning it into a ROM), the following error is encountered during Map:
ERROR:Pack:264 - The function generator ... failed to merge with F5 multiplexer ... The RAM write clock signal conflicts with other resources in the slice. The two symbols must merge because they belong to a decomposed RAM or ROM.
The title of the same error in 2.1i is "ERROR:xvkpu:60"
Workaround is to tie an active clock signal to WCLK.
